New Immigration Regime For "Highly-Qualified Specialists" in Russia

Russia gives the green light for employing highly qualified foreign nationals.

The law introducing a new beneficial immigration regime for "highly-qualified specialists" was published today in Rossiskaya Gazeta.

The law, which should come into force on July 1, 2010, is expected to have a positive impact on the logistics of doing business in Russia for both Russian and foreign organizations who need high-level talent and know-how, and improve the overall image of Russia as an investment destination.

A new category of "highly qualified specialist" is introduced and defined as a foreign citizen earning not less than 2,000,000 roubles (approx $70,000 per annum).This rule relates to expatriates coming to work in Russia from visa and non-visa countries.

Such individuals would be treated as tax residents and be eligible to use the 13% tax rate.
